Can my husband claim a federal tax refund that we split now is suddenly for due child support?

We filed married jointly with our two children and split the refund, now that I have filed for child support he claims that the refund he "split" with me goes towards child support. I only worked for the last 5 weeks of the year after I left him. Is he correct that a federal refund my part can be used towards child support?
