Whelm and overwhelm are both defined as :to overcome completely. So what is "to overcome partially"?

If I am overwhelmed I am completely overcome or submerged by tasks. If I am whelmed it is the same thing. Is then the addition of the work "over" redundant? and what then is a correct word for when you are not completely overcome or submerged but almost....?
